## Who Administers IRP in Ohio

Ohio administers IRP through the Bureau of Motor Vehicles, part of the Department of Public Safety, while IFTA is handled by the Department of Taxation. Ohio sits at the crossing of I-70, I-71, I-75 and I-80/90, which makes it a base jurisdiction for a large number of carriers and a line on the distance schedule of nearly every fleet that crosses the eastern half of the country. A Columbus, Cleveland or Cincinnati fleet is interjurisdictional as soon as it runs to Indiana, Michigan, Pennsylvania, Kentucky or West Virginia, all of which are within a few hours.

The threshold is the Plan's: a power unit over 26,000 pounds gross or registered weight, or with three or more axles, or in a combination over 26,000 pounds, operating in two or more member jurisdictions. Trailers are not apportioned; they carry an ordinary plate and travel on the power unit's cab card.

## What Drives the Ohio Apportioned Fee

The fee is the sum of every jurisdiction's registration fee for the vehicle's weight class, each weighted by the fleet's percentage of distance there over the twelve months ending June 30 before the registration year. Registered weight is the largest lever, and the distance split is the second.

The Ohio schedule for a regional fleet is a Midwest and Appalachian mix — Indiana, Michigan, Pennsylvania, Kentucky, West Virginia — with Ontario appearing for fleets that run north through Detroit or Buffalo. Kentucky adds its own weight-distance tax on top, and West Virginia and New York have theirs, none of which the IRP or IFTA record replaces. A telematics distance-by-jurisdiction report produces the July-to-June schedule per unit from continuously logged position, and the same trip data supports the IFTA quarter and the weight-distance filings.

## Roadside and Audit

Ohio State Highway Patrol's motor carrier enforcement operates the weigh stations on the interstates and checks cab cards, weights and ELD records together. A fleet with all of it current from one telematics dataset is the one waved through.

The base jurisdiction can audit the distance behind an application for three years after the registration year closes, and asks for trip-level distance by jurisdiction tied to a unit and a date. GPS trip logs behind a distance report answer that; reconstructed trip sheets get the fee recalculated.
