## Who Administers IRP in Ontario

Ontario administers IRP through the Ministry of Transportation, with applications and renewals handled at designated IRP offices rather than at every ServiceOntario counter, and the province is the base jurisdiction for more apportioned vehicles than any other in Canada. A Toronto, Mississauga or Windsor carrier is interjurisdictional almost by definition: the 401 runs to Quebec at one end and to Michigan at the other, and the Peace Bridge, the Blue Water Bridge and the Ambassador Bridge put New York and Michigan a few kilometres from the largest freight yards in the country.

The threshold is the Plan's: a power unit over 26,000 pounds gross or registered weight, or with three or more axles, or in a combination over 26,000 pounds, operating in two or more member jurisdictions. Trailers are not apportioned; they carry an ordinary plate and travel on the power unit's cab card.

## What Drives the Ontario Apportioned Fee

The fee is the sum of every jurisdiction's registration fee for the vehicle's weight class, each weighted by the fleet's percentage of distance there over the twelve months ending June 30 before the registration year. Registered weight is the largest lever, and the distance split is the second.

That geography makes the Ontario distance schedule long. A GTA fleet's reporting year can include Quebec, Michigan, Ohio, Indiana, Illinois, New York, Pennsylvania and New Jersey in meaningful percentages, and the fee for each is set by that state's schedule at the truck's registered weight. Reconstructing the split from trip sheets across a dozen jurisdictions is where Ontario carriers lose money in both directions. A telematics distance report by jurisdiction, from continuously logged position, produces the schedule as a measurement, and the same report run for the quarter is the IFTA return filed with the Ministry of Finance.

## Roadside and Audit

Ontario's Commercial Vehicle Operator's Registration (CVOR) sits alongside IRP and IFTA as the province's own safety and operating credential, and a roadside inspection by the MTO's enforcement officers checks all of them. A fleet that keeps its apportioned plates, its IFTA decals, its CVOR and its ELD current from one system spends inspection time on the truck, not the paperwork.

The base jurisdiction can audit the distance behind an application for three years after the registration year closes, and asks for trip-level distance by jurisdiction tied to a unit and a date. GPS trip logs behind a distance report answer that; reconstructed trip sheets get the fee recalculated.
