HUT Is Not IFTA, and New York Wants Both
New York's Highway Use Tax is a distance tax on the state's own roads, separate from the fuel tax IFTA settles between jurisdictions. A certificate of registration is required for any truck, tractor or other self-propelled vehicle with a gross weight over 18,000 pounds — or, if you file on the unloaded weight method, any truck over 8,000 pounds unloaded and any tractor over 4,000 pounds unloaded. Vehicles carrying automotive fuel need an AFC certificate under the same weight rules.
Both HUT and IFTA credentials come through OSCAR, the state's One Stop Credentialing and Registration system, and New York charges $8 for each set of two IFTA decals. A fleet that has IFTA handled and assumes New York is therefore covered is the fleet that finds out otherwise at a roadside inspection.
Two Tax Programs Reading the Same Odometer
HUT is assessed on miles travelled in New York; IFTA is settled on fuel bought against distance run in every jurisdiction. They are different filings answering to different agencies, but they are both arguments about where a truck went, and both are easier to defend when the distance record came from the vehicle rather than from a driver reconstructing a week at the end of it.
