IFTA in Massachusetts: How to File and Stay Compliant
Massachusetts handles IFTA applications and returns online through MassTaxConnect at the Department of Revenue, with decals at $8 per set. For a fleet whose single trip can leave the state twice, here's how the credential and the quarterly return work.

One Other Jurisdiction Is Enough
The Massachusetts Department of Revenue administers IFTA for carriers based in the state, through MassTaxConnect. The requirement applies to qualified motor vehicles — over 26,000 pounds gross weight or with three or more axles — operating in Massachusetts and at least one other IFTA jurisdiction. In New England that other jurisdiction is never far: a Boston-area fleet touches New Hampshire, Rhode Island or Connecticut on ordinary routes, and one such trip in a quarter is enough to require the licence.

Short Trips Make Different Data
Massachusetts fleets work short distances in heavy traffic, and it changes the IFTA problem. A single delivery run can cross into New Hampshire and back inside two hours, and a day can contain several such crossings. Trip sheets are hopeless at that granularity; a driver is not going to note every state line on Route 3. The distance-by-jurisdiction figure on the return has to come from a system that logs position continuously and assigns each stretch to the state it happened in.
That system is the telematics device already reporting the idle and dwell data a metro fleet watches — congestion idling, time on site, arrival estimates that distance-based tools get wrong in Boston traffic. The IFTA report is a by-product of the same data.
Filing the Quarterly Return
Returns are due April 30, July 31, October 31 and January 31, or the next business day, filed in MassTaxConnect. A quarter with no interjurisdictional travel still requires a zero return. The licence is annual and renews there as well; decals for the new year are ordered in the same account.
Records That Survive a DOR Audit
Records supporting each return are kept four years from the due date or filing date, whichever is later, under the IFTA Procedures Manual. A Department of Revenue audit checks trip-level distance by jurisdiction and fuel purchases by jurisdiction against a vehicle and a date. For a fleet with many short crossings, a GPS distance report with its trip logs is the only practical record that does.
