IFTA in Virginia: How to File and Stay Compliant
Virginia administers IFTA through the DMV, with decals at $10 per vehicle — and an intrastate road tax fee that runs alongside the interstate fuel tax. Which applies depends on how a vehicle is actually used. Here's how a Virginia carrier handles both.

Two Road Taxes, Decided by How the Vehicle Runs
Virginia splits its motor carrier road tax in two. Vehicles operating interstate pay the per-gallon fuel tax through IFTA, administered by the Virginia DMV, with decals at $10 per vehicle. Vehicles that operate only within Virginia pay an annual intrastate road tax fee instead. Which one applies to a given truck depends on how it is actually used during the year, not on how the fleet describes itself — a truck licensed as intrastate that makes one run into North Carolina has changed category.
The IFTA threshold is the standard one: over 26,000 pounds gross weight, or three or more axles regardless of weight, operating in Virginia and at least one other member jurisdiction.
Filing Through the Virginia DMV
Because the DMV administers IFTA, Virginia carriers deal with the same agency for fuel tax and apportioned registration. The licence is annual; decals are ordered per vehicle. Returns are due April 30, July 31, October 31 and January 31, or the next business day, and a quarter with no interjurisdictional travel still requires a zero return.
The intrastate fee has its own annual cycle. A fleet with both kinds of vehicle keeps two lists, and the telematics vehicle groups are the practical way to keep them straight: the IFTA report runs on the interstate group, and any truck in the intrastate group that shows out-of-state miles is a truck that needs to move lists before the next return.
The Same Mileage Record Renews the Plates
Virginia carriers' IRP renewal also depends on distance by jurisdiction — the apportioned registration fee is calculated from the share of miles in each state. The same GPS distance record that produces the IFTA quarter produces the IRP renewal figures, which is one agency reading one dataset twice. A telematics device logs position continuously and the platform totals distance per state for any period, so both filings are reports from the same source rather than two reconstructions.
Records That Survive a DMV Audit
IFTA records are kept four years from the return's due date or filing date, whichever is later. A DMV audit checks trip-level distance by jurisdiction and fuel purchases by jurisdiction against a vehicle and a date — and, for the intrastate fee, that the vehicle genuinely stayed inside Virginia. A GPS distance report with its trip logs answers both questions from one record.
