IFTA in Quebec: How to File and Stay Compliant

Revenu Québec, the province's tax authority, administers IFTA licensing, decals, and quarterly filing for Quebec-based carriers, not the SAAQ (Société de l'assurance automobile du Québec). That distinction trips up carriers who assume vehicle-related compliance in Quebec always runs through the SAAQ, since the SAAQ does maintain its own informational page on fuel tax for carriers operating outside Quebec, but the actual license, decals, and returns are a Revenu Québec function.

Carriers based in Quebec operating qualified motor vehicles outside the province, into other Canadian provinces or into the US, need a Quebec IFTA license rather than separate permits for every jurisdiction crossed. A carrier operating a vehicle only within Quebec doesn't need an IFTA license at all.

Quebec carriers file quarterly IFTA returns electronically through Revenu Québec's My Account for Businesses, accessed with clicSÉQUR – Entreprises credentials, with the IFTA return signed electronically as part of the filing. Due dates follow the standard IFTA quarterly schedule shared across every member jurisdiction: April 30, July 31, October 31, and January 31.

A return is required every quarter for as long as the license is valid, even a quarter with no travel outside Quebec and no tax owed. The Quebec IFTA license itself runs on a calendar year, valid January 1 through December 31, so it needs annual renewal alongside the ongoing quarterly filings.

Quebec is a genuine outlier compared to most US states covered elsewhere in this series: it charges for both the license and the decals, not just one or the other. For 2026, the annual IFTA license costs $70, and decals cost $14.10 per pair. A carrier needs one license covering its whole fleet, but a pair of decals for every qualified vehicle operated outside Quebec, so the decal cost scales directly with fleet size in a way the flat license fee doesn't.

That's worth budgeting for specifically if a fleet is used to filing in US states, most of which don't charge for either the license or decals. A Quebec-based carrier growing its qualified vehicle count should factor the per-pair decal cost into that growth, not just assume IFTA credentials are a fixed, one-time cost.

A Quebec carrier that only occasionally sends a vehicle outside the province, rather than running regular interjurisdictional routes, doesn't necessarily need a full IFTA license for that vehicle. An occasional-trip certificate through the Commission des transports du Québec covers that narrower case, along with a register the carrier needs to maintain for those trips.

Knowing which situation actually applies, regular cross-border operation needing a full IFTA license, or infrequent, occasional trips needing a trip certificate instead, matters before assuming every vehicle that ever crosses the Quebec border needs full IFTA credentials.
