Who Administers IRP in Alberta
Alberta calls its IRP program Prorate, and it runs through Alberta Transportation's Prorate Services with applications submitted through the province's private registry agents — the same offices that handle ordinary vehicle registration. An Edmonton or Calgary carrier running oilfield, agricultural or general freight into British Columbia, Saskatchewan or south through Coutts into Montana is an IRP carrier from its first trip, and Alberta is its base jurisdiction as long as the fleet's established place of business and records are in the province.
The threshold is the Plan's: a power unit over 26,000 pounds gross or registered weight, or with three or more axles, or in a combination over 26,000 pounds, operating in two or more member jurisdictions. Trailers are not apportioned; they carry an ordinary plate and travel on the power unit's cab card.
What Drives the Alberta Apportioned Fee
The fee is the sum of every jurisdiction's registration fee for the vehicle's weight class, each weighted by the fleet's percentage of distance there over the twelve months ending June 30 before the registration year. Registered weight is the largest lever, and the distance split is the second.
Alberta fleets run long distances in few jurisdictions, and the western pattern — Alberta, BC, Saskatchewan, Montana, and for some fleets the run down to Texas — makes the distance schedule short but the percentages consequential, because the registered weights on energy and heavy-haul equipment are high and the fees scale with them. A truck registered at 63,500 kg in a combination that runs to the oil sands and back is paying at the top of every schedule it touches. The GPS distance-by-jurisdiction report from the fleet's telematics is what puts the right percentage on each line, and the same data supports the Alberta IFTA return filed with Tax and Revenue Administration.

The base jurisdiction can audit the distance behind an application for three years after the registration year closes, and asks for trip-level distance by jurisdiction tied to a unit and a date. GPS trip logs behind a distance report answer that; reconstructed trip sheets get the fee recalculated.
