GPS Fleet Tracking in New York

IFTA and Highway Use Tax compliance in New York: HUT credentials IFTA does not cover, OSCAR filing, and GPS tracking for New York fleets.

Running a fleet in New York means a Highway Use Tax registration on top of IFTA, something most states do not ask for. For a fleet based in the state, or a Quebec carrier running south through Champlain, that means two sets of credentials on the same truck. High Point GPS sets up the hardware, installation, tracking and reporting that both programs rely on, so the paperwork matches what the vehicles did.

Why New York fleets work with High Point GPS

  • Distance data that supports both IFTA returns and New York's separate HUT filing
  • Credentials handled through OSCAR, where New York issues both HUT and IFTA
  • Cross-border setup for Quebec and Ontario fleets running south into New York
  • AI dash cams and driver coaching for dense metro routes where following distance is the risk

Does IFTA cover New York's Highway Use Tax?

No. New York's Highway Use Tax is a distance tax on the state's own roads, separate from the fuel tax IFTA settles between jurisdictions. You need a certificate of registration for any truck, tractor or other self-propelled vehicle with a gross weight over 18,000 pounds. If you file on the unloaded weight method, the thresholds are any truck over 8,000 pounds unloaded and any tractor over 4,000 pounds unloaded. Vehicles carrying automotive fuel need an AFC certificate under the same weight rules.

Both HUT and IFTA credentials come through OSCAR, the state's One Stop Credentialing and Registration system, and New York charges $8 for each set of two IFTA decals. A fleet that has IFTA handled and assumes New York is covered finds out otherwise at a roadside inspection.

Two tax programs reading the same odometer

HUT is assessed on miles travelled in New York; IFTA is settled on fuel bought against distance run in every jurisdiction. They are different filings, though the Department of Taxation and Finance administers both, and both come down to where a truck went. Both are also easier to defend when the distance record came from the vehicle, not from a driver reconstructing a week at the end of it.

That is the practical case for telematics in New York: the audit you prepare for is a distance audit, and automatic trip records are what settle it.

Frequently asked questions

Does an IFTA licence cover New York's Highway Use Tax?

No. HUT is a separate New York registration with its own certificate and decal, required for vehicles over 18,000 pounds gross weight (or over 8,000 pounds unloaded for a truck and 4,000 for a tractor under the unloaded weight method). IFTA settles fuel tax between jurisdictions; HUT taxes distance on New York roads.

Where do New York carriers get IFTA and HUT credentials?

New York issues both through OSCAR, its One Stop Credentialing and Registration system, so carriers manage the two programs in one place. IFTA decals cost $8 per set of two. HUT still has its own certificate and filing, so getting IFTA in order does not settle the HUT obligation.

Can a Canadian fleet running into New York be set up for both sides?

Yes, and it needs to be. A vehicle crossing at Champlain is under Canada's ELD certification regime at home and US requirements once south of the line, with New York's own HUT registration on top. We configure each fleet for the routes it runs, so both sides are covered.
