Who Administers IRP in New York
New York administers IRP through the State DMV, and the same OSCAR portal that issues the Highway Use Tax certificate and the IFTA credential is where a New York carrier applies for and renews its apportioned registration. That single portal is convenient, and it means the three obligations are visible to each other: a HUT account in arrears or an unfiled IFTA quarter can hold the IRP renewal. A New York-based fleet running into New Jersey, Pennsylvania, Connecticut or north through Champlain into Quebec registers with New York as its base jurisdiction.
The threshold is the Plan's: a power unit over 26,000 pounds gross or registered weight, or with three or more axles, or in a combination over 26,000 pounds, operating in two or more member jurisdictions. Trailers are not apportioned; they carry an ordinary plate and travel on the power unit's cab card.
What Drives the New York Apportioned Fee
The fee is the sum of every jurisdiction's registration fee for the vehicle's weight class, each weighted by the fleet's percentage of distance there over the twelve months ending June 30 before the registration year. Registered weight is the largest lever, and the distance split is the second.
New York's distance schedule is crowded. A downstate fleet can touch New Jersey, Connecticut and Pennsylvania in a day; an upstate fleet runs Ontario and Quebec through the Thousand Islands and Champlain crossings. Each jurisdiction's fee schedule applies to its percentage of the fleet's July-to-June distance, and the Canadian entries arrive in kilometres to be reported in miles. A telematics distance-by-jurisdiction report produces the schedule in the base jurisdiction's units from continuously logged position, and the same trip data supports the HUT return, which is a New York mileage tax the IRP and IFTA records do not replace.

New York State Police commercial vehicle enforcement and DOT inspectors check cab cards, HUT decals and IFTA decals together at the Thruway and border approaches, and a truck missing any one of them is the one pulled in. The base jurisdiction can audit the distance behind an application for three years after the registration year closes, and asks for trip-level distance by jurisdiction tied to a unit and a date. GPS trip logs behind a distance report answer that; reconstructed trip sheets get the fee recalculated.
