IRP in Florida: Apportioned Registration, Fees and the Distance Schedule

Florida carriers that run qualified vehicles into other states or provinces register under IRP with the Florida Department of Highway Safety and Motor Vehicles (FLHSMV), and pay an apportioned fee split by where the fleet actually drives. Here's how the credential works in Florida, what drives the fee, and where the distance figures come from.

Who Administers IRP in Florida

Florida administers IRP through the Department of Highway Safety and Motor Vehicles, the same agency that runs the state's IFTA program — one office for both credentials, which simplifies the paperwork for a Florida carrier. The peninsula is long enough that many Florida fleets are intrastate and need no apportioned plates; the ones that run I-75 and I-95 into Georgia and beyond, or the I-10 corridor to Alabama, register with Florida as their base jurisdiction.

The threshold is the Plan's: a power unit over 26,000 pounds gross or registered weight, or with three or more axles, or in a combination over 26,000 pounds, operating in two or more member jurisdictions. Trailers are not apportioned; they carry an ordinary plate and travel on the power unit's cab card.

What Drives the Florida Apportioned Fee

The fee is the sum of every jurisdiction's registration fee for the vehicle's weight class, each weighted by the fleet's percentage of distance there over the twelve months ending June 30 before the registration year. Registered weight is the largest lever, and the distance split is the second.

The Florida schedule is dominated by the state itself — a Miami-to-Jacksonville run is 350 miles of Florida before the first border — with Georgia, Alabama, South Carolina and Tennessee in the percentages for regional fleets and the full Eastern Seaboard for long-haul produce and consumer freight. Because the in-state share is so large, getting it right matters most: a few points of Florida distance misreported as Georgia shifts fee dollars between two schedules. Telematics distance-by-jurisdiction reporting, from continuously logged position, produces the July-to-June schedule per unit and the IFTA quarter for FLHSMV from one dataset.

Roadside and Audit

Florida Highway Patrol's Office of Commercial Vehicle Enforcement operates the weigh stations and agricultural inspection stations on I-75, I-95 and I-10, checking cab cards, IFTA decals and ELD records together. A fleet with all of them current from one telematics record is the one waved through.

The base jurisdiction can audit the distance behind an application for three years after the registration year closes, and asks for trip-level distance by jurisdiction tied to a unit and a date. GPS trip logs behind a distance report answer that; reconstructed trip sheets get the fee recalculated.

How long must IRP distance records be kept?

At least three years after the close of the registration year they support, since that is the audit window.
