Kentucky asks qualifying carriers for two distance-based filings, not one: IFTA, and the state's own KYU weight-distance tax. KYU Is Not IFTA
Kentucky operates a weight-distance tax, KYU, in addition to IFTA. IFTA settles fuel tax between member jurisdictions; KYU taxes distance travelled on Kentucky roads by qualifying vehicles. They are separate obligations with separate filings, and satisfying one does nothing for the other.
It is the same shape of trap New York sets with its Highway Use Tax, and it catches carriers the same way: a fleet whose IFTA is in order assumes the state is handled, until it is not.

What makes this manageable is that both filings are arguments about distance. IFTA wants distance by jurisdiction; KYU wants distance inside Kentucky for qualifying vehicles. A single automatic trip record answers both, which is the difference between two reconstructions a quarter and one report.
