North Carolina's IFTA licence runs January 1 to December 31, the state charges no decal fee, and returns go through the Department of Revenue's Motor Carrier IFTA/Intrastate eFile system.

A clean, cheap structure like this tends to make fleets relaxed about the part that still matters. With no fee to forget and no fee schedule to plan around, the quarterly return (and the distance and fuel records behind it) is the only real obligation.

I-95 traffic is long distance, multi-state and heavy on jurisdiction crossings. The Charlotte and Triangle metros generate short local work with congestion and frequent stops. Fleets that run both need reporting that treats them differently, especially for safety events and idle time.

The mix does not affect compliance: distance by jurisdiction is the same calculation either way. The operational reporting is what benefits from telling a highway run apart from a delivery route.
