IRP in Texas: Apportioned Registration, Fees and the Distance Schedule

Texas carriers that run qualified vehicles into other states or provinces register under IRP with the Texas Department of Motor Vehicles' Motor Carrier Division, and pay an apportioned fee split by where the fleet actually drives. Here's how the credential works in Texas, what drives the fee, and where the distance figures come from.

Who Administers IRP in Texas

Texas administers IRP through the Texas Department of Motor Vehicles' Motor Carrier Division, with the Comptroller of Public Accounts handling IFTA separately. Texas is large enough that a fleet can run 800 miles and never leave it, and many Texas carriers are intrastate and need no apportioned plates at all. The ones that do — running I-10 into Louisiana and New Mexico, I-35 to Oklahoma, or the long hauls to the Midwest and the coasts — register with Texas as their base jurisdiction and file some of the longest distance schedules in the Plan.

The threshold is the Plan's: a power unit over 26,000 pounds gross or registered weight, or with three or more axles, or in a combination over 26,000 pounds, operating in two or more member jurisdictions. Trailers are not apportioned; they carry an ordinary plate and travel on the power unit's cab card.

What Drives the Texas Apportioned Fee

The fee is the sum of every jurisdiction's registration fee for the vehicle's weight class, each weighted by the fleet's percentage of distance there over the twelve months ending June 30 before the registration year. Registered weight is the largest lever, and the distance split is the second.

The Texas schedule is long because Texas freight goes everywhere. A Dallas or Houston fleet's July-to-June distance can touch twenty or more jurisdictions, each applying its own fee to a small percentage, and the errors in a reconstructed schedule compound across the entries. Registered weights are high — oilfield, chemical and agricultural equipment runs at the top of the tables — so each percentage point is priced at the maximum. Telematics distance-by-jurisdiction reporting, from continuously logged position, produces the schedule as a measurement across every entry, and the same report run quarterly is the IFTA return.

Roadside and Audit

Texas DPS Commercial Vehicle Enforcement inspects at fixed and mobile sites across the state, and the border crossings at Laredo and El Paso add federal inspection on top. A fleet that keeps IRP, IFTA and its ELD current from one telematics dataset spends inspection time on the truck rather than the paperwork.

The base jurisdiction can audit the distance behind an application for three years after the registration year closes, and asks for trip-level distance by jurisdiction tied to a unit and a date. GPS trip logs behind a distance report answer that; reconstructed trip sheets get the fee recalculated.
